BIR clarifies one-time abatement program for micro taxpayers

The Bureau of Internal Revenue (BIR) has issued a memorandum clarifying the guidelines and procedures for implementing the one-time abatement of taxes or penalties for micro taxpayers. The circular further explains the treatment of pending compromise and abatement applications, one-time transactions, open case penalties, multiple taxable years, partial payments, and other situations that may arise in the implementation of the one-time abatement program. Biz chamber lauds PBBM’s proposed tax incentives, lower power charges

The Negros Oriental Chamber of Commerce and Industry (NOCCI) welcomed the tax incentives and power sector reforms announced by President Ferdinand Marcos Jr. during his State of the Nation Address (SONA) on Monday, saying these would provide significant relief to businesses, particularly micro, small and medium enterprises (MSMEs). NOCCI president Edward Du, in a Tuesday interview, said the business community is encouraged by the President’s proposal for a one-time tax abatement for small enterprises, tax exemption for businesses earning not more than PHP350,000 annually, estate tax amnesty, and the removal of the minimum corporate income tax.

Senate President Sherwin Gatchalian and Senator JV Ejercito have filed complementary measures seeking to remove system-loss charges and value-added tax (VAT) from electricity bills, translating President Ferdinand R. Marcos Jr.’s fifth State of the Nation Address (SONA) directive into proposed consumer relief. Gatchalian announced on Wednesday that he filed Senate Bill No. 2350, or the proposed System Loss Charge Abolition Act, which would stop distribution utilities from charging customers for electricity lost before reaching their homes and businesses.

Marcos names 2 CTA justices

BIR ready to implement PBBM’s tax reform agenda

Estate taxes were designed to generate government revenue and promote equity by taxing the transfer of wealth from one generation to another. In principle, the policy has merit. But policies must evolve with changing economic realities. A tax system that has become punitive rather than practical ceases to serve its purpose. Under the present system, many heirs suffer twice. First comes the taxing emotional devastation of losing a parent, spouse, or loved one. Then comes the financial burden of paying estate taxes that many families simply cannot afford. Properties painstakingly built over decades often remain frozen for years because heirs lack the resources to settle tax obligations.
