In line with President Ferdinand R. Marcos, Jr.’s declaration of the month of February of every year as “Tax Awareness Month” under Proclamation No. 486, s. 2024, the Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular (RMC) No. 9-2026 to formally guide and strengthen the nationwide observance for February 2026.

COMMISSIONER KIM S. JacintoHenares has allowed the electronic submission of several tax returns via e-mail with the issuance of Revenue Memorandum Circular (RMC) No. 26- 2015 on May 6, 2015. Per said Circular, taxpayers who are mandated to file their tax returns using the Bureau’s eBIRForms facility can electronically file their tax returns (“with payment” or “no payment”) via e-mail following the procedures in Annex D of RMC No. 14-2015

In truth, LOAs never were suspended last Nov. 24. The two-month ceasefire from examination of taxpayers’ books was a farce. From Nov. 25-Jan. 26, revenue officers and group supervisors continued to fire off LOAs – although antedated. The antedating to, say, Nov. 12 or 13 or 14, 2025 made it look like the LOAs were signed and mailed well before the ceasefire. But receiving it on, say, Jan. 7 or 8 or 9, 2026 sent the same chilling effect.
