BIR’s 2017 Priority Programs

With the tasked of collecting 79% of the National Government’s total projected tax revenues for year 2017, the BIR provided their objectives for the year, which are as follows:

  • Attain collection targets;
  • Improve taxpayer satisfaction; and
  • Protect revenues and recapture public trust.
From these, the Bureau released their priority programs for the current year, which are as follows in order of obejctives:

Attain Collection Targets

  1. Comprehensive Taxpayer Profiling and Industry Benchmarking;
  2. Oplan Kandado Program;
  3. Updating of Schedules of Zonal Value;
  4. Broadening of the Tax Base;
  5. Implementation of Centralized Arrears Management in Regional Offices;
  6. Run After Tax Evaders (RATE) Program;
  7. Exchange of Information (EOI) – Foreign Account Tax Compliance Act (FATCA); and
  8. Expansion of Compromise Settlement Program (LTS audit cases).

Improve Taxpayer Satisfaction

  1. Review of Revenue Issuances;
  2. Review of Tax Rulings;
  3. TP Segmentation (Large, Medium, Small);
  4. Simplification of Tax Forms;
  5. Expansion of e-FPS Facilities thru eBIR Forms;
  6. Additional Options/Facilities for Payment of Taxes;
  7. Development of Tax Clearance Processing System;
  8. Enhancement of Electronic Registration System;
  9. Electronic Tax Information System (eTIS);
  10. In-house enhancement of Electronic Certificate Authorizing Registration (eCAR) System
  11. Geographical Information Systems (GIS);
  12. Enhancement of Electronic Official Registry Book (eORB);
  13. Internal Revenue Stamps Integrated System (IRSIS) for Alcohol Products-Distilled Spirits;

Protect Revenues and Recapture Public Trust

  1. Integrity Management Programs (IMP);
  2. Revalidation or Audit of Tax Assessment;
  3. Salary Standardization Law;
  4. Expedite recruitment of personnel; and
  5. Use of Case Monitory System (CMS) or eLAMS.

From this, the BIR offices are ordered to aligned their activities with the said priority programs to actively participate in the administration’s agenda of reducing the chance for corruption in office, and to fulfill the BIR’s mandate.
